2.If any property is outside of the city limits we need it to be contiguous with the city, or to be positioned such that we have the ability to easily make a connection to the city limit boundary and then annex.
3.Close proximity to Utilities (sewer, power, gas & water).
4.General Plan zoning designation needs to be residential zoning (current zone does not necessarily need to be residential).
